New Foundation Launched to Support Children with Special Educational Needs

A new foundation which will enable practitioners to join together to provide multi-disciplinary specialist services for children with special educational needs is being launched next month – and could transform the present fragmented and bureaucratic system.

The Clarity Foundation hopes to attract health and social care providers, as well as education specialists, to join as members who can be referred to families and local authorities as approved providers meeting statutory guidelines.

The foundation is the brainchild of speech and language therapist Janet OKeefe and Robert Ashton, best selling business author, social entrepreneur and campaigner, who are passionate about providing a new joined-up efficient system which supports children and their families with educational support, while at the same time eliminating unnecessary duplication and bureaucracy.

It will be launched at a conference entitled, Towards a Positive Future, aimed at parents and professionals, to inspire, share experiences and discover how they can achieve more for children with special needs. The conference is being held on October 14-15 at Arlington Arts Centre, Newbury, which is based at the Mary Hare School for deaf children.

There are currently 1.7 million children with special educational needs in England who require support for wide ranging conditions, from dyslexia, dyspraxia and Downs syndrome, to autism and attention deficit hyperactivity disorder.

Janet says: We believe that having a one-stop shop is the best way to enable parents and local authorities find all the support services desperately needed by children with special needs, and that our foundation is the most practical and efficient way of ensuring that those services are integrated and coordinated. We need to bring practitioners from health, education and social care together and plan for the future while the present guidelines for new contract arrangements is under review. Our foundation will be a valuable database of all heath and social care providers, as well as education specialists.

Additionally, we can streamline time consuming and expensive administrative processes. For example, we can help with criminal bureau checks and professional indemnity insurance. At the moment, if a practitioner is not directly employed by a school or local authority, every school they visit should conduct its own CRB check. Many practitioners regularly visit 20 schools a week sometimes in several different counties and are therefore checked 20 times.

He says: However you feel about the Governments Big Society agenda, the fact is that the worlds of education, health and social care are undergoing massive change. The Clarity Foundation is being formed to help parents make sense of those changes, and in parallel to help practitioners create their own enterprises. That way both groups can connect, create opportunities and meet the needs of young people striving to overcome disadvantage.

Specialist speakers include educational psychologist and former head teacher Charlie Mead, who has worked with children with severe emotional and behavioural problems and special needs for 20 years. He has grave concerns about the present system and highlights failures he has observed, leading to neglect in some cases for vulnerable young people.

He says: Charities are afraid to stand up for their clients in case their funding is withdrawn. Academies are afraid of further failure by taking on exactly those students who would benefit most from their resources. Children and Family Services have neglected the vulnerable due to bureaucratic inertia and a lack of consistency. All these situations can be changed if the interests of the child are put first.

When working with highly vulnerable children in care, many of whom have been sectioned, it is clear that the recession is having a considerable impact on the young people and their families especially those who cannot cope emotionally, are addicts, are sexualized early and have been abused. They need expert consistent provision not piecemeal services from organisations who are threatened by lack of funding.

Other key speakers are Kevin Geeson, CEO of Dyslexia Action, who will highlight the impact of the SEN Green Paper; speech and language specialist Prof Heather van der Lely, who will highlight her simple test for an early diagnosis of specific language impairment; and both Sandy Burbach and Alex Kelly, who will describe the importance of developing social skills and self esteem in children.

As exhibitors, we were proud to present our Mission: Imposter Counterfeit Component Test Program as well as to present a lecture on the proper electrical testing protocols that should be used in testing components for their full functional and parametric performance. These tests are invaluable in helping to detect counterfeit components, said Joseph Federico.

Joseph Federicos lecture was entitled Proper Electrical Testing to Detect Counterfeit Components. Its scope was to educate members of the electronics industry about the risks associated with performing only basic contact testing with simple counterfeit detectors as opposed to the preferred functional and parametric exercises required to properly test these suspect electronic components.

The objective of the conference was to focus on significantly improved DMSMS and Standardization policies, procedures, guidance, and automated tools that optimize Warfighter materiel readiness, and includes activities required to attain this goal such as Value Engineering, Product Support and Total Life Cycle Management, Parts Management, and mitigating the Counterfeiting epidemic on parts, material, and materiel. As an introductory message from the conference chair, director of the DMSMS Gregory E. Saunders outlined the importance of the conference objective by emphasizing that the strategic goals of the Department of Defense (DoD) objective was to include increasing the efficiency and effectiveness of developing, producing, testing and sustaining systems so that required warfighter capabilities are available.

He further went on to explain that the conference agenda would provide insight into the current best practices in DMSMS, Standardization, Parts Management, Value Engineering, Counterfeit Detection and Reporting, Total Life Cycle Management, and several other DMSMS and Standardization processes and initiatives.

The team at NJ Micro Electronic Testing participated in the Counterfeit Parts Control Plan Implementations, the DMSMS Tools and Services Program, as well as technical sessions and panels which included Institutionalizing Standard Practices, Defense Initiatives and their impact to DMSMS, Counterfeit Mitigation Strategies and Counterfeit Reporting.

One of the key sessions which we felt was an asset to this conference was the Counterfeit Reporting Workshop which excellently illustrated some of the main differences between the various reporting tools, said Joseph Federico. It also discussed processes and systems which increase the sharing of information enabling early detection and prevention of counterfeiting at all levels of the DoD supply chain.

In our opinion this conference was one of the best opportunities for exchanging information between the audience and presenters, Joseph Federico added.

On a different note, there was a major concern on behalf of the US Department of Defense on the potential cutback of electrical testing of electronic components.

The Military and Aerospace industry attendees and exhibitors had major concerns about the limited testing performed by a curve/contact tester versus the preferred DC, AC functional and parametric testing over the device temperature in uncovering counterfeit product said Joseph Federico of NJ Micro Electronic Testing.

This is the primary reason why we held the lecture on proper electrical testing; to emphasize the importance of performing proper DC, AC functional and parametric testing. Electrical testing provides a more thorough exercise in testing electronic component products to illustrate their accuracy and authenticity, said Joseph Federico.

All of the workshops were extremely helpful in moving forward on improving organizational structures and improving DMSMS strategies for the future, Joseph Federico concluded.

Annotated changes can be added to the campaign when users click exactly on the part of the email campaign that needs fixing and writing in their thoughts or solutions. These points are then automatically added to the to-do list.

After the initial showcase, suggested changes are then made to the original email, after which its creator can head back to OnStage for another round of feedback. This process can be repeated as many times as needed until it’s given the go ahead for sending.

Sharon Kleyne, water advocate, entrepreneur and radio talk show host, interviewed author and computer health education advocate Adetutu Ijose on the Sharon Kleyne Hour Power of Water, November 9, 2009.

Adetutu became a spokesperson and educator for the health risks of computers while working in Information Technology. She assuming her computer was safe but discovered that this was not necessarily the case when she developed serious health problems involving her eyes, chronic fatigue and computer eye strain. She was forced to determine for herself that they were computer related.

The light from a computer screen.

Working at a computer, according to Adetutu, is not natural and is very different from working at a typewriter. Although the computer screen is intensely bright, your eyes and brain do not recognize this as sunlight. It’s like staring directly into the sun and not realizing you’re doing it.

Also, because you are engaged in an intense activity, your eyes’ reflexive blink rate can drop from an average of 30 times a minute to five times a minute. The blink rate drop exposes the eye to increased tear moisture evaporation that could lead to dry eye, eye fatigue and computer eye strain.

Computers and body defenses.

The human body, Adetutu explains, contains trillions of cells each programmed to behave in a certain way. They have a “script” and “repair kit” for anything that goes wrong. The role of doctors is to stimulate this self-healing ability. When you perform an activity new to your body’s experience, you may be nearly defenseless.

Sharon Kleyne agreed, observing that no two people are alike and that some people cannot use computers. Dry eye, carpal tunnel syndrome, depression, weight gain and orthopedic problems are commonly experienced by individuals using a computer more than three hours a day. The lost productivity amounts to about $ 50 billion a year.

Many of these symptoms take a long time to manifest.

Computer eye strain.

Adetutu’s primary symptoms were fatigue and stress, attributed to burnout and not suspecting her computer. When she finally determined the source, she worked out a series of prevention measures enabling her to return to work. .

Computers and stress.

The body’s neurotransmitters (chemicals at the end of nerve cells that transmit messages to individual cells) are heavily involved in communication between the eyes, brain and body. Neurotransmitters are. either “excitatory” or “inhibitory” and include epinephrine, histamine, dopamine, serotonin and GABA (y-aminobutyric acid). Stimulating the wrong neurotransmitters, among other things, can cause severe depression.

Sharon noted that the eyes are closely linked to the brain, the brain is 80% water and the eye’s tear film is 99% water.

Proactive eye health information.

Adetutu concluded that a small screen is worse than a large screen and a flat panel screen is better than a cathode ray tube. She recommends drinking eight to ten glasses of water a day and keeping a window opened to increase humidity. She also recommends frequent breaks and wet cotton balls on the eyes. Sharon suggests eating dark green leafy vegetables and foods with omega-3 fatty acids to strengthen eyes and prevent dry eye. She also recommends Nature’s Tears

In much of the world, according to Sharon Kleyne and Jerry Wiles, lack of safe and abundant fresh water causes dry air and numerous dehydration diseases, including dry eye leading to blindness. Water issues may also be responsible for lack of economic development and education and lowered status of women.

Living Water International was founded 21 years ago and continues to save and improve lives in the third world. They have completed 11,000 water well projects, with 1,387 in 2010 and 1,600 projected for 2011.

This faith based, non-profit organization works closely with the energy industry, which frequently donates drilling equipment. An energy industry employee on Living Water’s board developed a portable drilling rig for them that can be carried in a Jeep or canoe and runs on two gasoline engines. These are now in use all over the world.

Living Water works with the host nation (usually in Africa, Asia and South and Central America) and also assists in setting up local water committees (mostly women). Community wells may be located near a school or hospital and are maintained by the local committee, which also provides education on sanitation practices such as hand washing to prevent numerous dry eye diseases, including dry eye.

Jerry Wiles discussed bio-sand filters, developed by Living Water. It uses a barrel, gravity and layers of gravel, sand and charcoal to purify water. Water may be contaminated from human and animal waste, made worse by frequent drought. The result is dehydration disease, dry eye, cholera, diarrhea and malaria, leading to preventable blindness and deaths.

Water shortages in the United States

Sharon asked about charitable water wells in poor areas of the United States, noting that fresh water and agricultural water are becoming scarce. Jerry Wiles said that Living Water hasn’t yet drilled in the US and observed that in the US, the push for indoor pluming and reliable municipal water began 150 years ago with huge benefits. India and China are attempting to achieve that. Both have plenty of water but far too many people and much of their water is polluted.

The average American uses 100 gallons of water a day. The average third world villager uses less than five gallons a day. In villages with no wells, women walk an average of 3.17 miles a day to obtain fresh water.

Sharon asked about water for animals, mentioning the Mara River in Kenya and the diminishing water supply for migrating animals. Jerry Wiles observed that drought in the third world can be catastrophic for everyone. Living Water wells are mostly used for human consumption but could be used for livestock.
